transpixel Many buildings are left half constructed because building funds run out.  Land is cheap enough that it is easier to start on an unused parcel than to demolish a partially completed structure. transpixel

transpixel Most of the government buildings are just outside the downtown area.  All of them are large and impressive, but can often be only partially occupied.  When I was in the Gabon Telecom building, less than 25% of the rooms appeared to be in use. transpixel
